According to the document, the "Vatandos" certificate is awarded as a form of encouragement, a token of gratitude and recognition to compatriots living abroad who actively participate in the economic and social life of Uzbekistan, contribute significantly to strengthening friendly ties with other countries, and engage in charitable (patronage) activities within the republic. Holders of this document can obtain a card of the same name, which provides a range of privileges and benefits within Uzbekistan.
In particular, the "Vatandos" card serves as an ID card, issued for a period of 5 years, but not exceeding the validity of the national passport. Its holders are granted the following rights:
- visa-free entry and exit into the territory of the Republic of Uzbekistan;
- the ability to purchase real estate within the country without the need for residency permits and other restrictions applied to foreign nationals;
- the right to engage in employment without the need for work permits issued to foreign citizens;
- access to medical, educational, and other state services under the same conditions established for citizens of Uzbekistan.
Family members of the cardholders, including parents, spouses, and minor children, are also granted a number of benefits.
