During the meeting, it was noted that the law on the state budget for 2025 aims to enhance the well-being of the population, reduce poverty, further improve the quality of social services, develop a "green economy," and protect the environment. According to the document, the inflation rate in 2025 is projected to be around 7% based on economic conditions.
In particular, the law outlines the consolidated budget revenues for 2025 at 431 trillion sums, while expenditures are set at 480.5 trillion sums, with the goal of keeping the consolidated budget deficit within 3% of GDP in the medium term.
The revenues of the State Budget amount to 308.5 trillion sums, while the expenditures total 344.8 trillion sums. The revenues and expenditures of state targeted funds (excluding inter-budget transfers) are planned at 66.4 trillion sums and 62.8 trillion sums, respectively.
The law also maintains a social focus for expenditures in the upcoming year. Specifically, 52% of the state budget expenditures, or 177.7 trillion sums, are allocated to the social sector.
During the discussion of the document, senators paid particular attention to increasing budget revenues, targeted spending of budgetary funds, and expressed their opinions.
The state budget expenditures for 2025 include provisions of 3.6 trillion sums for environmental and nature protection activities, while 41.3 trillion sums are planned for healthcare, which is an increase of 19.8% compared to the expected execution in 2024.
Additionally, decrees and resolutions from the President of the Republic of Uzbekistan and resolutions from the Cabinet of Ministers provide for funding in 2025 to address pressing social issues in the regions, improve the infrastructure of mahallas, and implement state-significant initiatives.
Senators emphasized that the law focuses on expanding the budget's revenue base, creating decent living conditions for the population, reducing poverty, enhancing the education and healthcare sectors, improving mahalla infrastructure, and promoting environmental conservation.
