The new Railway Transport Law will come into effect in 2025.

The President of the Republic of Uzbekistan has signed the new edition of the Law "On Railway Transport" on November 27, 2024. This document will take effect on January 1, 2025. Articles 1–29 and 31–57 will come into force six months after the official publication of the Law.

The law, in effect since 1999, has become outdated and does not align with the current realities of the market economy. The new draft law aims to create favorable conditions for entrepreneurial activity in the transportation sector, attract foreign investments, and enhance international cooperation in railway transportation.

The new version of the Law establishes a clear distinction between public and non-public railway transport, defines the procedures for using public railway infrastructure, regulates the activities of the operator of this infrastructure, and outlines the rights and responsibilities of carriers. It also approves safety regulations for railway transport. The responsibility for ensuring transport safety is placed on the enterprises facilitating the transport process and on the carriers themselves.

Tariffs are formed freely based on market principles. The document abolishes state regulation of prices for services related to the provision of freight cars and passenger transportation on high-speed and fast trains, and it provides for compensation and the procedure for reimbursing losses incurred by railway carriers from the state budget.

Specific directions for attracting investments for the development of railway infrastructure have been defined, along with sources of funding for the construction and reconstruction of both public and non-public railways and stations.

According to Article 19 of the Constitution, passengers of certain categories have the right to free travel.

The document establishes the powers of the Cabinet of Ministers, the Ministry of Transport, the Transport Inspection, and JSC "Uzbekiston Temir Yullari."
